Project Description
Wooster and Associates was contracted by Walnut Capital to perform a traffic impact study and construction plans for a large-scale mix use development located within the City of Pittsburgh’s East End neighborhood.
Project Scope
The study objectives were to identify potential impacts for the proposed development, and to develop any necessary mitigation strategies. These objectives were accomplished by performing the following tasks:
- Performance of manual turning movement counts at study intersections identified by Department of City Planning.
- Projection of development traffic and distribution of development traffic through the study area.
- Analysis of future Build conditions following development to identify any warranted or necessary mitigation measures.
- Assessment of existing parking conditions and development of a Parking Management Plan.
- Development of a Truck Loading Management Plan.
- Incorporate PennDOT Smart Transportation Initiatives.
- The study area included eleven (11) intersections plus two (2) proposed intersections.
- Preparation of the Traffic Impact Study in accordance with City and State criteria.
- Preparation of the Highway Occupancy Permit Plans, Plans, Roadway Construction Plans and Plan Specifications for Penn Avenue, Fifth Avenue, and East Liberty Boulevard.
- Preparation of Traffic Signal Permit Plans for the intersections of Penn Avenue/Fifth Avenue, Penn Avenue / Bakery Sqaure Way, East Liberty Blvd. / Dahlem Place, East Liberty Blvd. / Frankstown Avenue, East Liberty Blvd. / Hamilton Avenue.
- Provide coordination between the developer, the Pennsylvania Department of transportation and the City of Pittsburgh throughout the preliminary and final design stages.
