Mr. Wooster obtained a Bachelor of Science degree in Civil Engineering from the Pennsylvania State
University in December, 1983, and joined David E. Wooster and Associates, Inc. in a full-time role
immediately thereafter. Prior to 1983, he had obtained experience in data collection and analyses
and in traffic operations. He also served as a cartographer and map designer in the Pittsburgh area.
Since joining the firm, Mr. Wooster has expanded his experience in traffic engineering and management
with emphasis on traffic signal design, signal systems, coordination, traffic signs and markings
management, roadway geometric design, and parking, as well as in the maintenance and protection
of traffic during construction. Mr. Wooster has extensive experience in computer applications of
traffic engineering and planning, and in assessing the impact of new or revised land use on
transportation networks. He is also one of the area's transportation authorities on the development
of transportation partnership and transportation impact districts. Further, Mr. Wooster has
extensive experience in the preparation of traffic impact analyses for commercial, institutional,
industrial and residential development. Mr. Wooster provides services as an expert witness in
court and at hearing of Zoning Hearing Boards.
Douglas A. Hill, P.E., Senior Engineering Manager - Traffic

Mr. Hill obtained a Bachelor of Science degree in Civil Engineering with an emphasis on traffic and transportation engineering from the Pennsylvania State University in May of 1997. He joined David E. Wooster and Associates, Inc. full time in June of 1997. He obtained his Engineering-in-Training certification and his Professional Engineer's certification from the Commonwealth of Pennsylvania.
Since joining the firm, Mr. Hill has been exposed to a broad range of traffic and transportation engineering experience. His work emphasis has included data collection and supervision, and conducting traffic impact analyses. Mr. Hill has gained valuable experience in the development of municipal-wide speed limit evaluation studies. In addition, he has substantial experience in traffic signal design, and traffic signal systems evaluation. Mr. Hill has attended continuing education seminars on the evaluation of coordinated traffic signal systems using state-of-the-art computer programming. In addition, because of his significant experience with signal systems analyses, Mr. Hill has been asked to test and evaluate developing software programs for traffic signal systems analysis.
Mr. Hill oversees the State College office of David E. Wooster and Associates, Inc. and is in responsible charge for all projects from that office. Beyond those responsibilities, Mr. Hill continues to council and assist the Pittsburgh office staff on critical projects.
Mr. Hill is a member of the Institute of Transportation Engineers, as well as an active member of the Mid-Atlantic Section of the Institute of Transportation Engineers.
Jerrod C. Crosby, P.E., Senior Design Engineering Manager

Mr. Crosby obtained his Bachelor of Science Degree in Civil Engineering from Ohio University in June of 1998, and joined David E. Wooster and Associates, Inc. in October of 2004. Mr. Crosby is a registered Professional Engineer in Pennsylvania.
Prior to joining the firm, Mr. Crosby accumulated six years of private practice experience in highway design serving public sector clients including the Pennsylvania Department of Transportation and the Pennsylvania Turnpike Commission. Mr. Crosby has a wide variety of experience in the field of Civil Engineering. This experience includes the preparation of construction plans, Rights-of-Way plans, utility plans, geometric design of roadways, cross-sections, site development, storm water management, drainage, specifications, maintenance and protection of traffic plans and estimates.
Mr. Crosby is in responsible charge of all roadway construction plans, cross-sections, construction cost estimates, highway occupancy permit application packages, traffic signal plans, and maintenance and protection of traffic plans.
Michael A. Andrewsh, P.E., PTOE, Senior Engineering Manager

Mr. Andrewsh has obtained a Bachelor of Science degree in Civil Engineering from the Pennsylvania State University in May of 1993 with an emphasis on traffic and transportation engineering. He returned to David E. Wooster and Associates, Inc. full time in January of 2008. Mr. Andrewsh is a registered Professional Engineer in the Commonwealth of Pennsylvania with certification as a Professional Traffic Operations Engineer, which demonstrates an indispensable knowledge in the field of traffic operations.
Prior to joining the firm, Mr. Andrewsh accumulated fourteen years of highway and traffic related design experience with several other nationally recognized transportation consulting firms. Serving as lead project engineer for these firms, Mr. Andrewsh experience included the day-to-day operations of managing multiple traffic engineering, transportation planning, site development and highway design projects. This included managing the required project timelines and assignment of personnel and resources for the development of the projects and budgets. Clients both in the public and private sector within Pennsylvania include the Pennsylvania Department of Transportation, the Pennsylvania Turnpike Commission, the Southwestern Pennsylvania Commission, and the City of Pittsburgh departments of Planning, Parking, and Bureau of Transportation. Mr. Andrewsh also has traffic related design experience in other city and states, such as Ohio and West Virginia where he has completed roadway and signal design projects for the Ohio Department of Transportation, West Virginia Department of Transportation and the Greater Cleveland Regional Transit Authority.
Since joining David E. Wooster and Associates, Inc. Mr. Andrewsh responsibilities include project review and oversight, setting of project priorities, and coordination with all related geometry design efforts and traffic studies for the firm.
Mr. Andrewsh is a member of the Institute of Transportation Engineers.
Joseph W. Timmerman, P.E., Staff Design Engineer

Mr. Timmerman obtained a Bachelor of Science degree in Civil Engineering from the University of Pittsburgh in April 2001. After gaining 4 years of civil engineering experience, he joined David E. Wooster and Associates, Inc. as a staff engineer in November of 2005. Mr. Timmerman is a Registered Professional Engineer in the Commonwealth of Pennsylvania .
His work emphasis has involved many facets of roadway design for PENNDOT, the Pennsylvania Turnpike Commission, and private developers. Mr. Timmerman has a wide variety of experience in the field of Civil Engineering including the preparation of construction plans, Right-of-Way plans, utility plans, Maintenance and Protection of Traffic plans, geometric and vertical design, cross-sections, typical sections, and construction estimates. Other duties have included data collection, site development design and construction inspection.
Mr. Timmerman is a member of the American Society of Highway Engineers – Pittsburgh Section, and is an active member of the Mid-Atlantic Section of the Institute of Transportation Engineers.
Rachel E. Myers, E.I.T., Staff Engineer

Ms. Myers obtained a Bachelor of Science degree in Civil Engineering from the University of Pittsburgh in April of 2006. She joined David E. Wooster and Associates, Inc. full time in November 2007. She obtained her Engineer-in-Training certification from the Commonwealth of Pennsylvania, and is gaining the valuable experience necessary in obtaining a Professional Engineer's certification.
Prior to joining the firm, Ms. Myers gained a year and a half of experience in the private sector working on heavy and highway construction projects for the Pennsylvania Department of Transportation and the Pennsylvania Turnpike Commission.
Since joining the firm, Ms. Myers has been exposed to a broad range of traffic and transportation engineering experience. Her work emphasis has included data collection, reduction and analysis, traffic signal system modeling and analysis, graphics preparation, intersection and flow analysis and conducting traffic impact analyses.
Joseph Karg, Senior Engineering Technician

Mr. Karg obtained a Bachelor of Science Degree in Geography with an emphasis in Computer Cartography from Clarion University in December 1992. Prior to joining the firm in February 2001, he was employed as a Geographic Information Systems (GIS) Technician for a regional planning agency in Northwest Pennsylvania.
In that position, he was responsible for fostering the growth of a GIS mapping system within the Transportation Department, which afforded a technological tool for analyzing bridge structures, transit systems, road networks, traffic patterns, and population demographics. Mr. Karg also served as a liaison to the Pennsylvania Department of Transportation for the collection of regional traffic data.
Since joining the firm, Mr. Karg has provided supplementary support for most Engineering projects and assumes the primary responsibility of all critical data, which includes the collection of traffic volumes, vehicle classifications, speed data, signing inventories, field measurements, photography, supervision of temporary staff, signal timings/warrants, accident summaries, queuing analysis, and trip generation studies. Mr. Karg also has gained extensive experience with data tabulation and graphics preparation through the various software programs such as AutoCAD, HCS, PETRA, and TAS.
John Balay, Engineering Technician

Mr. Balay obtained a three-year engineering diploma in Transportation Engineering Technology from Mohawk College in Hamilton , Ontario , Canada in December of 2003. Mr. Balay obtained two years of traffic engineering experience for municipalities near Toronto , Canada , and another one year of experience with another traffic engineering consultant in the Pittsburgh area before joining David E. Wooster and Associates, Inc. in July of 2006.
Since joining the firm, Mr. Balay has performed data collection, traffic impact studies, and parking evaluations for multiple projects in the Pittsburgh Office.
Lori J. Kirch, Lead CADD Technician

Mrs. Kirch obtained an Associates of Science degree in Computer Aided Drafting and Design
from Community College of Allegheny County in December of 1994 and joined David E. Wooster
and Associates, Inc. in July of 1997.
Prior to joining this firm, Mrs. Kirch started the Computer Aided Drafting Department at a
local civil engineering firm. In that position, her duties included researching and
recommending civil/surveying software and hardware packages. Her experience includes
preparation of construction plans, road and sewer profiles, site plans, surveys and
landscaping plans. She also developed earthwork volumes and site quantities for calculating
excavation in an effort to balance earthwork.
Since joining David E. Wooster and Associates, Inc., Mrs. Kirch has prepared traffic
signal design plans, driveway designs, roadway plans and cross-sections, highway occupancy
permit application packages and accident report plans. Her responsibilities include
working with the Staff Design Engineer on the preparation of all design plans prepared by the firm.
Meghan M. Sexton, Staff Engineer - Design

Ms. Sexton has obtained two Associates of Science Degrees from CCAC; the first in Engineering Science with various specializations in May of 2002, followed by a Civil Engineering Technology degree with Honors in May 2003.
Her education includes some field exposure to municipal site plan review and surveying.
She also graduated from
Point Park in 2006 with her BS in Civil Engineering Technology.
Since joining David E. Wooster and Associates, Inc., Ms. Sexton has assisted in the design and preparation of Pennsylvania Department of Transportation and Allegheny County Highway Occupancy Permit Application Packages for various classifications of driveways and local roadway designs. Ms. Sexton plays an integral part in the preparation of traffic signal design including the preparation of Traffic Signal Permit plans as well as full construction plan sets including quantity take-off tabulations. Her responsibilities include assisting the Senior Design Engineers and Senior Cadd Technician on the preparation of all design plans prepared by the firm.
