The Highlands Development

Project
The Highlands is a large scale retail development located north, west, and south of the Cabela’s Interchange in Ohio County, West Virginia. Roadway and site access management plans are needed to accommodate nearly 7,000 peak hour trips to and from the interchange. The proposed development includes the following uses:

• Approximately 955,000 square feet of additional retail


• Approximately 30,940 square feet of high turnover sit-down restaurants


• A 4,500 square foot fast food restaurant without drive-through


• A Starbucks with drive-through (approximately 1,750 SF)


• Approximately 90,000 square feet of new car dealerships


• An approximately 100-acre amusement park


• An additional Cabela’s Distribution Center

Wooster Engineering Design Services

• Preparation of the Traffic Impact Study in accordance with State criteria


• Preparation of the Highway Occupancy Permit Plans, Roadway Construction Plans and Plan Specifications


• Providing coordination between the developer and the West Virginia Department of Highways throughout the preliminary and final design stages


• Providing preliminary and final construction cost estimates during the design review phases and final approval process
